In the absence of a Colonial Surgeon, and the resignation of the Superintendent of the Civil Hospital; (Mr Young) it becomes necessary for me to request that Mr M'Cay may be sent here without unnecessary delay.

I found, on the resignation of Mr Young, I obtained the temporary aid of Assistant Surgeon Scanlan, 10th Regiment to replace him; but that officer having received orders to proceed to Singapore with his Regiment, I am greatly at a loss to find a substitute for him.

I would, therefore, beg of your Lordship to appoint and send out an Officer with as little delay as possible, to replace Mr Young. I should greatly prefer a man trained in the modern school of Hospital management, and I think the appointment (a Memo of the duties and emoluments of which I enclose) a very good opening for a young man of character and ability.

D. John Macdonnell, Medical Poor Law Commission, Dublin, selected Dr. McCoy many years ago, at my suggestion and he has entirely justified Dr. Macdonnell's recommendation. I trust that I am not presuming in recommending him.
